Rinse grain in medium strainer, drain. Place in 2 qt. saucepan with chicken broth or water and bring to a boil. Reduce heat and simmer covered for 10-15 minutes until liquid is absorbed. Place the grain in a large bowl to cool. Add chopped tomatoes, cucumber, celery, parsley, mint, carrots, green onions and garlic. Drizzle the lemon juice and olive oil over salad. Sprinkle with sea salt. Mix to blend flavors. Chill for at least one hour for flavors to blend before serving.
